NTS Virginia Development Company is the developer of Fawn Lake Club Community, a 2,300-acre premier residential community in Spotsylvania, Virginia. This ongoing development includes custom single-family homes, an Arnold Palmer Golf Course, recreational lake, tennis courts, playgrounds, and nature trails. In response to the recent economic downturn and subsequent slowed home and lot sales rate, NTS reduced its staff on-site, thereby significantly reducing its in-house project management capabilities. NTS then requested that Welford Engineering expand its involvement in the community from being engineer and designer of record to assuming responsibility for construction management.

Lot and home sales in the community are now on the rebound. Caught with a reduced inventory on hand, NTS made the decision to move forward with the development of Section 21A. Welford Engineering handled all of the associated development tasks, such as preparing bidding documents for General Contractors, identifying prequalified contractors, soliciting bids, reviewing bids, making an award recommendation to NTS, and preparing contract documents. In addition, our staff assisted NTS in securing funding by helping them meet their financial institution’s requirements for the construction of the project; we prepared bonding documents and helped place securities for the work to be undertaken.

Welford Engineering’s professional staff continues to manage the day-to-day Owner designated responsibilities on site. These services include observing the General Contractors work, providing interpretations of contract drawings, completing periodic SWPP inspections, reviewing Contractor applications for payment, recommending actions on the submitted applications, coordinating lien waiver requirements, reviewing and negotiating change orders, coordinating with private utility companies, and coordinating the geotechnical consultant as well as others working on the project. Due to continued demand for new lots, NTS has made thedecision to advance yet another portion of the community,section 21B. With the development of section 21A progressing so smoothly and efficiently, NTS retained Welford Engineering to provide construction management services for this next section of the community. Construction of both Sections 21A and 21B are expected to be complete in early 2010
